What are they trying to do with agriculture

I keep hearing that the Canadian government is going to help Canadian agriculture with packages to the different provinces. We also keep hearing that they are working hard for us. One thing I have always wondered is why there seems to be money to hirer a consult tent to come to your farm to tell you how little you make and why you need to do something different but if you have the idea to do something different there is no programs that your ideas fit in. Any one got any ideas on how to improve things for creating new farm income and which party would actually understand what farmers need
